Good Dictionary, Bad Dictionary

What do you think is a good dictionary? This is one of the question I have been considering for a long time. So far as I have know, it is the one which helps users find the right word for what they want to say, or which helps them understand the meanings of words they read. In contrary, bad dictionaries are the ones which do not help the users find the right word nor help them understand the meaning of the words they read.

When I consult some dictionaries when I find "empower" in the context below.

We find that when we show students the importance of their first language and culture, we provide empowering conditions. This empowerment helps them to see their own potential as learners in English as well as in their first language.

One of the dictionary says, "to give them the means to achieve something, for example to become stronger or more successful." I did not understand its meaning. I wonder what the means in this context is. Another dictionary says, "to give someone more control over their own life or the situation they are in." I could not understand the context again. And finally, I looked upon a Japanese dictionary and understand the meaning. It says, "人に力を与える；…に（自分でやれる）能力をつける。", which means "to give someone powers; to give someone the ability to do something." Seemingly, I finally learn the meaning of the word which well matches the context.

日本語には正書法がない。同じ言葉を漢字で書いたり仮名で書いたりするし、一つの言葉に複数の漢字表記がある場合も多い。そこで表記を何とか統一したいと考える。送りがなについては、矛盾もあるが一応内閣告示の「送りがなの付け方」がある。しかし、漢字にするか仮名にするか、漢字ならどの字を使うかについては様々に見解が分かれている。そこで各種の表記辞典が刊行されている。筆者は編集や校正の仕事をし、原稿も書く。そのとき頼りにするのは表記辞典しか無い。ところが、その表記辞典の見解は分からないことだらけなのである。表記辞典の指示に従っていても、必ず判断に迷う言い方にぶつかる。表記辞典は判断に迷う用例は頭から無視している。そうしないと表記辞典は成り立たない。ではどうするか。迷う場合は仮名書きにせよ、と言う。仮名書きにすれば意味を感じずに済むからだ。つまり、この段階で仮名書きの言葉は意味とは無関係になる。意味が異なるから表記が異なるとする理屈は、もろく崩れ去る。あまりにも無責任である。
　こうした無責任な見解に、他人の原稿を校正したり、自分で原稿を書いたりするたびに悩まされ続けなければならないのは納得出来ない。文章の内容よりも表記に集中力を奪われるのは本末転倒だ。しかも表記に解決がつくのでもない。
